RC03, RC-10 and RC-15 are control cabinets with relay protection, automation and telecontrol functions for OSM reclosers of the 15–38 kV classes. Together with the recloser and the control cable, the controller forms the OSM Recloser System, ready for operation immediately after installation. The IP66 stainless steel enclosure works from −40 to +55 °C without heaters or ventilation.

Description
The RC-10 and RC-15 are built on the Relay 10 and Relay 15 relay modules. Inside is an industrial computer with several processors, a separate FPGA for signal processing and a separate protection processor. The models differ only in communications. The RC-15 has a built-in GPS for event time stamps with microsecond accuracy without communication channels, secure Wi-Fi and a 4G/3G/2G modem. The RC03 is built on the RC10 architecture for three-phase applications; it has a compact IP66 stainless steel enclosure and a configurable MUI-01 interface panel.
There are more than 100 protection functions. They include directional overcurrent protection, earth-fault and negative-sequence protection, and sensitive earth-fault protection with a minimum setting of 200 mA. Operating characteristics are per ANSI, IEC 255 or user-defined, with instantaneous and definite-time stages. Broken-conductor protection, admittance-based protection and harmonic protection are implemented separately. The basic configuration offers synchronism check ANSI 25, an auto-synchroniser, over- and undervoltage and frequency protection with load-shedding functions, and power quality monitoring. Smart Grid logic and automation are programmed on the basis of IEC 61499.
The built-in RTU of the RC-10 and RC-15 supports DNP3, DNP3-SA, DNP3 over IP, IEC 61850 MMS and GOOSE, IEC 60870-5-101/104 and the manufacturer's proprietary protocols. The RC03 has the same set but without IEC 61850. The physical interfaces of the cabinet are Ethernet, USB and RS232. For field work, line crews have the manufacturer's app for Android and iOS.
The event log records the type of fault, the current and the distance to the fault; the data is shown on a 40×17 LCD with backlight. A setting-change log and a load profile are kept, and settings are loaded using the CMS software. The control panel can be moved up to 120 m away from the cabinet.
The cabinet contains only three electronic modules. They are replaced with a screwdriver in five minutes, and the built-in software is updated remotely. The cabinet is connected to the recloser by a control cable 4 to 20 m long.

How does the RC-15 differ from the RC-10?
Only in communications. The RC-15 additionally has a built-in GPS, secure Wi-Fi and a 4G/3G/2G modem.
Which telecontrol protocols does the RC03 support?
DNP3, DNP3-SA, DNP3 over IP and IEC 60870-5-101/104. The RC03 has no IEC 61850 protocol, which is available in the RC-10 and RC-15.
What is the minimum setting of sensitive earth-fault protection?
The minimum SEF setting is 200 mA. In total the controller has more than 100 protection functions.
