PCS-9611 / PCS-9613 / PCS-9656 — feeder protection and arc protection terminals for distribution networks

The group of NR PCS-9611, PCS-9613, PCS-9691 and PCS-9656 terminals protects feeders of medium-voltage distribution networks. They are installed in switchgear cubicles and on panels of 6–35 kV substations, on feeders of industrial plants and power plants. The terminals work in networks with solidly earthed, resistance-earthed, compensated and isolated neutral.

Description

The PCS-9611 and PCS-9611S provide protection, control and monitoring of overhead and cable lines, transformers and capacitors. The PCS-9691 has the same feeder protection functions with an emphasis on control. The function library includes stepped overcurrent protection with definite and inverse time characteristics, directional overcurrent protection, zero-sequence and negative-sequence current protection, sensitive earth fault protection, phase loss, voltage and frequency protection, breaker failure protection, auto-reclosing and thermal protection based on the IEC 60255-8 model. Programmable logic, configurable inputs and outputs and built-in frequency tracking adapt the terminal to the cubicle scheme. For communication with SAS or RTU there are up to four RJ45 Ethernet ports or two 100Base-FX optical ports and two RS-485 ports.

The PCS-9613 and PCS-9613S additionally have longitudinal current differential protection of the feeder with auto-reclosing. It is used on short cable lines and in networks with two-sided supply, where the selectivity of overcurrent protections is insufficient. The phase and zero-sequence overcurrent protection in the PCS-9613 has six stages, and the first four can be made directional and with harmonic blocking. Conductor break is detected from the ratio of negative-sequence to positive-sequence currents. The recorder stores 1024 SOE events and 64 oscillograms in COMTRADE format.

The PCS-9656 provides arc protection for switchgear. It receives signals from local arc sensors in the cubicle compartments and incomer currents, recognises an arc fault by the combination of a light flash and overcurrent, and quickly trips the fault. This limits equipment damage and risk to personnel. A single unit has up to 12 current inputs for incomers. When more sensors are needed than one device can serve, several units are connected in series through optical point-to-point ports, with up to three per unit. The PCS-9656 is installed on protection panels or in the switchgear, and its modular design simplifies on-site replacement.

The S-series terminals are configured in PCS-Studio and support IEC 61850 editions 1 and 2 with GOOSE and SV interfaces in point-to-point mode and in network mode with one or two networks. So they suit conventional and digital substations. IEC 60870-5-103 and Modbus, pulse, IRIG-B and SNTP synchronisation, and recording of events and COMTRADE oscillograms are also supported. The front RJ45 port is used for testing and setting.

Questions and answers

Which neutral earthing modes are the PCS-9611 and PCS-9613 suitable for?

For networks with solidly earthed, resistance-earthed, arc-suppression-coil compensated and isolated neutral. The terminals have sensitive earth fault protection.

How many current inputs does the PCS-9656 arc protection have?

Up to 12 current inputs for incomers in one unit. An arc fault is recognised by the combination of a flash from the arc sensors and overcurrent.

Do these terminals work at digital substations?

Yes, the S-series terminals support IEC 61850 editions 1 and 2 with GOOSE and SV in point-to-point mode or via one or two networks. For conventional installations IEC 60870-5-103 and Modbus are available.
