PCS-221 / PCS-222 — merging units and intelligent breaker terminals for digital substations
NR PCS-221 / PCS-221S and PCS-222 are process level devices for digital substations under the IEC 61850 standard. They are installed next to primary equipment in cabinets protected against dust, moisture and electromagnetic radiation. The devices replace copper control cables with optical links to protection and control terminals at substations of all voltage classes.

Description
The PCS-221 merging unit digitises analogue current and voltage signals and transmits sampled values (SV) to protection terminals, bay controllers and meters over optical channels per IEC 61850-9-2. A multiprocessor DSP architecture and 16-bit ADCs, two per channel, operate at 80 samples per cycle, and the data calculation fits within one sampling interval. Data is usually sent to protection terminals in point-to-point mode, and to bay controllers and meters over an Ethernet network. The device recorder stores the last 128 binary signal changes and 128 self-supervision records.
When an MU works with several electronic and electromagnetic transformers, the samples must be synchronised. The PCS-221 does this with the PPS signal or with an interpolation method with angle correction that does not depend on GPS, and in practice both methods are combined. GOOSE transmission and reception, reception of busbar voltage from another MU and switching of voltage circuits, and synchronisation via IEEE 1588, PPS and IRIG-B are supported.
The new-generation PCS-221S works both as a stand-alone merging unit (SAMU) that digitises signals of conventional current and voltage transformers, and as a receiver of digital data from low-power instrument transformers (LPIT, ECVT). It supports IEC 61869-9, IEC 61850 editions 1 and 2, PRP and HSR redundancy per IEC 62439, and has four 100Base-FX optical ports. The device also acts as an intelligent control terminal for the breaker, disconnectors and earthing switches. The 6U enclosures come in 1/3, 1/2 and full 19″ widths, and the full-width one provides up to 329 binary inputs or 175 outputs.
The PCS-222 works as an intelligent breaker terminal. It receives trip, close and auto-reclose commands from protections and controllers via GOOSE, controls the breaker, four disconnectors and four earthing switches through 33 outputs and collects 54 binary signals on the position and status of the operating mechanism and the transformer. The time from GOOSE reception to output relay operation is less than 7 ms, and a network storm has almost no effect on it. The modular hardware simplifies upgrades and maintenance, and the set of additional modules is selected according to the requirements of a specific site.
