Description
The turbine governor consists of the HIPASE-T digital governor and an oil pressure unit (HPU) and controls the hydro turbine by speed and output. It holds a stable rotational speed at no load and in island operation, maintains setpoints in grid operation, takes part in primary frequency control, reacts quickly to load rejection and detects separation onto an isolated load. Switching between modes is bumpless. The modular application concept supports the requirements of different types and sizes of turbines. Special functions include flow calculation, adaptive optimization of the combinator relationship (CAM), a flushing function for Kaplan turbines and water hammer limitation.
The application board contains all types of inputs and outputs, including speed sensor interfaces and generator voltage measurement, analog position inputs and CT/VT inputs for power measurement. Analog outputs are configurable as current or voltage for controlling any servo valves. According to the technical data, there are up to 8 speed inputs, up to 24 analog inputs and 28 outputs (-20...20 mA, -10...10 V), up to 64 binary signals, a dead band of 0.02 %, a speed measurement range of 1.2-10 000 Hz with a resolution of 0.01 %, and compliance with IEC 61362 and IEC 60308. The governor can work stand-alone or as part of an existing system, and stability is confirmed by preliminary simulation.
All devices of the HIPASE family run on a single hardware platform and firmware and are programmed with one tool, HIPASE Engineering Tool (function block diagrams per IEC 61131). The housing has half or full 19'' width, and a built-in or separate 7'' color touch panel is available. The protocols IEC 61850 (MMS, GOOSE), IEC 60870-5-103/-104, Modbus TCP, OPC UA and FTP are supported. Cybersecurity is built on separation of the application and communication processors, a built-in firewall, encryption and regular updates.
The oil pressure unit is supplied complete, with a tank, pumps, distribution and main spool valves, filters, monitoring instruments and hydraulic accumulators. The design is modular, on standard industrial components, with a design pressure of up to 250 bar. For the main supply, self-regulating axial piston pumps are preferred, and fixed-delivery pumps (screw, gear) with control units are also possible. There are fail-safe main spool valves and special designs for old low-pressure systems. The turbine governor can be combined with the excitation controller in one HIPASE-ET device. Applications cover new hydropower and pumped-storage plants and the replacement of hydromechanical and obsolete electronic governors.
