HIPASE-250 / 250 SCALA: SCADA and control systems for hydropower plants and dispatch centers

HIPASE-250 is a multi-level SCADA system for hydropower plants, integrated into the HIPASE platform. It scales from touch panels and single PCs to distributed client-server systems and dispatch centers. The previous version, 250 SCALA, at a volume of 200 000 signals processes up to 3 000 telegrams per second.

Description

HIPASE-250 covers all automation levels of a hydropower plant, from the turbine governor and unit control to cascade control centers and generation dispatch points. It is a multi-level SCADA system fully integrated into the HIPASE platform and optimized for hydropower. It controls the whole technological process and performs monitoring and supervision. The configuration depends on the site: touch devices, single or redundant PCs, distributed client-server systems. Remote desktops, thin clients and mobile devices, hot standby and geo-redundancy, emergency and test systems, and virtualization are supported.

The interface is built on High Performance HMI principles and on the standards IEC 63303, IEC 62682 and ISA 101. Dedicated screens show generator diagrams, flow and combinator characteristics of turbines, and dashboards. Centralized engineering allows changes to be loaded without a shutdown, and version decoupling permits operation of systems of different releases. The system runs under Windows and Red Hat Enterprise Linux. All protocols are encrypted with TLS, protection is hardened to CIS Level 2, and there are kiosk mode, role-based access, single sign-on and two-factor authentication with smart cards.

The previous system, 250 SCALA, is designed for large control centers. At a volume of 200 000 signals it continuously processes up to 3 000 telegrams per second, controls video walls and works with station servers of different versions. The configuration starts from DIN-rail PCs without rotating parts and reaches control panels for 100 workstations. In a miniature variant (6-15 inch touch panels, about 500 signals) it is installed for turbine and valve governors. Fast SSD drives give archives with a resolution of up to 1 ms, and for redundancy it is enough to duplicate the hardware without additional engineering. Curve screens show up to 100 signals simultaneously.

Local plant automation is built on the SICAM family (start and stop, auxiliary systems, telecontrol per IEC 60870-5-101/103/104). Communications run over the HyNET network with the comprehensive HySEC protection. Plant control functions cover regulation of the upper reservoir level, flow, active and reactive power, inflow forecasts, cascade optimization, and secondary and tertiary control.
