HPG — digital hydro turbine governor based on the S7-1500 PLC
HPG (Hydropower Governor) is a digital speed and power governor for hydro turbines and a unit control system on S7-1500 programmable controllers. It works with Kaplan, Pelton and Francis turbines. The governor supports grid frequency in the FCR-N and FCR-D modes.

Description
HPG can be installed separately or integrated into the same PLC system as the unit automation, and then forms a single control and protection system of the hydropower plant. The governor adapts to existing hydraulic oil pressure units, and tuning is done individually for the turbine to obtain the best efficiency. The system is designed to the customer's needs and the existing hydraulics, and a minimum of interface components improves the quality of regulation. The governor was developed by the manufacturer itself, so special requirements of the site are easy to take into account during design. Some control functions are enabled by the operator, and some parameters and limits are set by the turbine manufacturer.
The governor meets the requirements of national grid codes for generating facilities, including the VJV2018 requirements for power plants. It supports grid frequency in the normal and disturbance primary reserve modes FCR-N and FCR-D. When both functions are switched off, the governor follows only the set power, and FCR-D can be limited to one direction, only increasing or only reducing power. For the automatic frequency restoration reserve aFRR a separate setpoint with independent regulation parameters is provided.
Technical data according to the brochure. The accuracy of the power measuring transducer is 0.2 %, the frequency resolution in the operating range is 1 mHz, with 16-bit ADCs and DACs for analog measurement and control. Feedback is taken from power or from guide vane opening, and redundant sensors with automatic or manual switchover are possible. The guide vanes and runner blades are controlled by an analog signal (mA/V) or by raise/lower valves.
Parameter groups are provided for all modes, along with dead band settings, two droops, one fixed and one set by the operator within 2–12 %, and additional power and opening limits. Parameters are set in the units of the turbine manufacturer, so they are easy to compare with the mechanical scale and documentation. Control is carried out from the local panel and from the remote control system, and the panel has switches for automatic and manual modes and for direct control of the guide vanes and runner. A built-in service screen allows the operation and the speeds of the control loops to be checked without a programmer.
The governor is used for Kaplan, Pelton and Francis turbines. It has been supplied, among others, to the Vittingfoss hydropower plant in Norway, and the hybrid eHPG governor has been created on its basis.

Questions and answers
What turbines is the HPG governor intended for?
Kaplan, Pelton and Francis turbines. The governor can work separately or in one PLC system with the unit automation on S7-1500 controllers.
What frequency regulation modes does HPG support?
Primary reserves FCR-N and FCR-D, and FCR-D can be limited to one direction. For the frequency restoration reserve aFRR there is a separate setpoint with independent parameters.
What accuracy and droop does the governor have?
Power measuring transducer accuracy is 0.2 %, frequency resolution 1 mHz, with 16-bit ADCs and DACs. Two droops are provided, one fixed and one set by the operator within 2–12 %.
